Entry into force of the Paris Agreement 2016

Adopted at the Paris climate conference (COP21) in December 2015, the Paris Agreement entered into force on 3 November 2016 and is the first-ever universal, legally binding agreement on climate change.

The central aim of the Paris Agreement is to fight climate change by keeping the increase in global average temperature this century well below 2°C above pre-industrial levels, and to pursue efforts to limit the increase to 1.5°C. Furthermore, the agreement intends to reinforce the ability of countries to deal with the impacts of climate change.

Under the Paris Agreement, all Parties are required to put forward their best efforts through nationally determined contributions (NDCs) and to report regularly on their emissions and on their implementation efforts.

The European Union was instrumental in brokering the Paris Agreement and continues to be at the forefront in the fight against climate change. Therefore, under its 2030 climate and energy framework it is committed to reduce greenhouse gas emissions by at least 40% by 2030 compared to 1990.
